Residential Electricity Affordability Study*
Currently, CEEF is
cooperating with the Alliance to Save Energy on the research and
preparation of two major studies that will examine and
analyze the experience with heat-sector reforms and the
potential for energy-efficiency solutions to address the
challenges of transitioning from a subsidized to a
market-based energy economy. One of the studies is:
MUNEE Residential Electricity Affordability Study
Background: To
make the policy case that energy efficiency is one of
the best approaches to improving affordability of
residential utility services. To identify, explore and
document the actual energy and water efficiency measures
as a means to ease the impact of rising utility tariffs
on vulnerable urban households. This study will provide
an empirical assessment of the actual efficiency gains
and household expenditure reductions that result from
specific types of energy and water efficiency
improvements. This will provide a basis for comparing
the effectiveness of energy efficiency investments
relative to other policy approaches for ensuring the
affordability of utility services.
BEEP
(Building Energy Efficiency Project)
BEEP
Program is intended for resolving energy efficiency
problems in all kind of buildings. Details and
preciseness of models in mathematical and technical
sense is not limited and it depends only on user’s
abilities and program’s requirements. The accent is on
consumption of energy for heating and indoor
lightening. The main purpose of this program is
creation of energy efficiency programs and business
plans for buildings under direct authority of
municipality (nurseries, schools, medical centers).
Beside user’s own means, the additional financial help
is often needed, which could be provided through
donations and credits with the domestic or foreign
donor/creditor.
